How do I convert BMP to GIF without losing image quality?

Can I get transparency once the image is GIF?

The GIF format supports it, but the conversion cannot invent it. A BMP has no alpha channel, so every pixel including the background arrives fully opaque. Run /image-removebackground/ afterwards to cut the subject out — then the alpha channel GIF provides has something to store. GIF animation plays absolutely everywhere — email clients, forums, chat apps and browsers all render it with no codec negotiation.
Is anything lost converting between BMP and GIF?
