How do I convert M4A audio to OGG without losing quality?

Lossless OGG (WAV / FLAC / ALAC) preserves every sample bit-identically; lossy OGG (MP3 / AAC / OGG / Opus) defaults to 192 kbps which is transparent for most ears. Is converting M4A to OGG a second round of lossy compression?

Yes, and it is worth planning around. Both formats are lossy, so the OGG encoder is working from audio that has already been through one psychoacoustic pass, and its own decisions compound the first set. At 192 kbps or above the result is still transparent for most listening. If you have a lossless master anywhere, encoding the OGG from that instead avoids the double pass entirely.
Why will some of my M4A files not convert?

DRM. A subset of M4A files are encrypted by the store or the software that issued them, and encrypted audio cannot be decoded by any converter. Anything you ripped yourself, recorded, or bought without protection converts normally; a licensed purchase will not. M4A hides two very different things behind one extension — lossy AAC and lossless ALAC — and non-Apple hardware support is inconsistent.
Will the OGG play in my car or on older hardware?

Often not. M4A is decoded by essentially everything, including car head units and elderly players; OGG needs software that knows the codec, which standalone hardware frequently does not have. If the destination is a car stereo or a portable player, that is a strong argument for staying on M4A. OGG has poor hardware support — car stereos, older iPods and many TVs will not see the file at all.
What bitrate will the resulting OGG file use?

Default is 192 kbps for lossy OGG; pass-through for lossless OGG. Override to 320 kbps for audiophile or 96 kbps for voice / podcast. The choice trades file size against audible fidelity; below 96 kbps lossy artifacts become noticeable on music.
Will going from M4A to OGG reduce my audio quality?
