How do I convert AC3 audio to M4A without losing quality?

Lossless M4A (WAV / FLAC / ALAC) preserves every sample bit-identically; lossy M4A (MP3 / AAC / OGG / Opus) defaults to 192 kbps which is transparent for most ears. Will going from AC3 to M4A reduce my audio quality?
