How do I convert AC3 audio to MP3 without losing quality?

Lossless MP3 (WAV / FLAC / ALAC) preserves every sample bit-identically; lossy MP3 (MP3 / AAC / OGG / Opus) defaults to 192 kbps which is transparent for most ears. AC-3 is lossy multichannel audio, normally 5.1 at 384 or 448 kbps, with metadata for dialogue normalisation and downmixing. MP3 is lossy: a psychoacoustic model discards frequencies the ear is unlikely to notice, typically at 128 to 320 kbps.
Is converting AC3 to MP3 a second round of lossy compression?

Yes, and it is worth planning around. Both formats are lossy, so the MP3 encoder is working from audio that has already been through one psychoacoustic pass, and its own decisions compound the first set. At 192 kbps or above the result is still transparent for most listening. If you have a lossless master anywhere, encoding the MP3 from that instead avoids the double pass entirely.
Can I tag the MP3 with artist and album information?

Yes, and it is a genuine gain over AC3, which has nowhere dependable to store any of it. It is folded down to stereo, because MP3 has no practical multichannel mode.
