How do I convert ICO to JPEG without losing image quality?

For lossless JPEG (PNG, TIFF, BMP) every pixel is preserved; for lossy JPEG (JPG, WebP) you can tune the quality factor before download. A single ICO holds several renderings of the same icon at different sizes — 16x16 through 256x256 — so the OS can pick the sharpest one. The bitstream is identical to a .jpg: DCT-based lossy compression, usually with 4:2:0 chroma subsampling, wrapped in a JFIF or Exif header.
How much quality will I lose going from ICO to JPEG?

At quality 80-85 the difference is invisible at normal viewing distance and the file typically drops by 60-80%. The catch is that it is one-way: re-saving the JPEG repeatedly compounds the artefacts each time. Keep the ICO as the master and regenerate the JPEG from it whenever you need a new size. ICO lets one file serve a taskbar, a file listing, a desktop shortcut and a browser tab without any of them looking resampled.
Does ICO to JPEG conversion preserve transparency?

Transparency survives when JPEG is PNG, WebP, TIFF, GIF, or SVG. Converting to JPG flattens the alpha channel against a white background. If you need transparency in the result, target a transparency-aware JPEG instead of JPEG=JPG. JPEG is the same standard as JPG and JFIF — the four-letter extension is the original, and the three-letter one exists only because of the DOS 8.3 filename limit.
What about EXIF metadata when converting ICO to JPEG?

Why is my converted JPEG bigger or smaller than I expected?

An ICO with strong existing compression (lossy JPG) often grows when re-encoded to lossless JPEG (PNG, TIFF). A lossless ICO often shrinks dramatically when going to JPG / WebP. The ratio depends on image content — photos compress differently from line art. ICO is not a general image format: it is square, small, and no photo editor treats it as a first-class working file. JPEG shares every JPG limitation — no alpha, generational loss on re-save — with the added nuisance of software that treats the two extensions differently.
